Juvenile Loading

I went to the Animal Control center yesterday to pick up a rescue dog. The Round Rock location is in the larger police department, and right next to where you pick up animals I saw this sign:

I'm not sure exactly how one would unload a vehicle in a juvenile fashion. Do you have to make faces and insult everyone, or is just acting sullen and angry enough? Whatever, I'm definitely going to need to hang out there more often, this time with a video camera to see how juvenile the behavior you exhibit while loading or unloading has to be to qualify.

What it means is that a juvenile will ask you for money. That, I believe, is the real purpose of juveniles!
